The University of California-Irvine, University of Southern California and University of Notre Dame are among the “Best Value” national universities in US News & World Report's “America's Best Colleges 2011.” That doesn't mean these colleges post the lowest tuition rates. The Best Colleges edition, which came out in August 2010, lists these institutions because of what students actually pay after scholarships and other forms of financial aid are taken into account.

Without the lottery last year, 8,282 students qualified for these same scholarships, the Arkansas News Bureau reported.
Scholarships might be awarded based on academic or athletic performance, financial need, demographics, subject area of study and other factors. While many scholarships are intended to encourage studies in subjects such as science, engineering and nursing that can lead to in-demand careers, there are also scholarships for sculptures, dancers, auto technologists and more. By combining scholarships, students might even be able to attend online college degree programs for free.
